Statistics Korea and General Authority for Statistics of the Kingdom of Saudi Arabia (GASTAT) Sign Implementation Program for National Statistical Development - Sharing Innovative Statistical Techniques and Establishing a Foundation for Business Support on the Sidelines of the Korea-Saudi Summit Lee Hyung-il, Commissioner of Statistics Korea signed the 'Implementing Program for Joint Statistical Cooperation’ between Statistics Korea of the Republic of Korea and the General Authority for Statistics of the Kingdom of Saudi Arabia' on October 22, 2023, at Al Yamamah Palace in Riyadh, Saudi Arabia. This signing took place on the sidelines of South Korean President Yoon Seok-yeol's state visit to the Kingdom of Saudi Arabia. Since the initial MOU signing with GASTAT in 2017, Statistics Korea has consistently engaged in bilateral statistical cooperation meetings, sharing advanced statistical techniques such as Korea's IT system for statistical production and register-based censuses to foster ongoing statistical exchanges. In particular, Korea has imparted its expertise in conducting population censuses using administrative data to Saudi Arabia, contributing to the successful implementation of the Saudi Census 2022. The signed implementation program is significant as it expands bilateral cooperation by incorporating ▲ sharing innovative statistical production techniques, such as big data, and ▲ exchanging statistical data to support the business activities of both countries into the cooperation areas outlined in the MOU signed in 2017.

Han Hoon, Commissioner of Statistics Korea Renews MOU with UAE's Federal Competitiveness and Statistics Centre and UK's Office for National Statistics - Committing to Support Businesses and Share Advanced Statistical Techniques in the Follow-Up of the Korean State Visit to the United Arab Emirates - [Korea-UAE statistics MOU] □ Statistics Korea Commissioner Han Hoon engaged in a bilateral meeting with Hanan Ahli, Director of the Federal Competitiveness and Statistics Centre (FCSC) of the UAE, and renewed the Memorandum of Understanding (MOU) on cooperation in the field of statistics at the Permanent Mission Of the United Arab Emirates to the UN on March 2, 2023. ○ The MOU was signed during a meeting held between their representatives on the sidelines of the 54th session of the United Nations Statistical Commission (UNSC) held at the UN headquarters in New York from February 28 to March 3, 2023. □ The MOU on statistical cooperation with the UAE serves as a follow-up to the 'Cooperation in the field of statistics for the implementation of the SDGs and the promotion of evidence-based policies', agreed upon during South Korean President Yoon Seok-yeol's state visit to the United Arab Emirates in January. ○ The MOU encompasses various areas of cooperation, including the exchange of the latest statistical production methods such as administrative data and big data, sharing information on statistical laws and regulations, and conducting training programs to mutually improve technical and statistical skills. □ In addition, through this MOU, Statistics Korea aims to contribute to the overseas market entries and exports of Korean companies by securing and providing disaggregated statistical data on the UAE, including population, households, and income, essential for overseas activities of Korean companies. [Korea-UK Statistics MOU] □ Furthermore, Statistics Korea Commissioner Han Hoon signed an MOU with Sir Ian Diamond, National Statistician of the Office for National Statistics (ONS) of the UK at the UN Headquarters in New York, USA, on February 28, 2023, to foster cooperation in the field of statistics between the two countries. ○ Since the signing of the MOU with the UK Statistics Authority in 2018, Statistics Korea has been actively engaged in statistical cooperation, including holding bilateral statistical cooperation meetings and a workshop on strengthening statistical capacity in developing countries. □ The MOU reflects the latest interests of both organizations, including the exchange of the latest statistical production techniques such as public-private data linkage and staff training. It also specifies specific cooperation methods, including joint projects and mutual staff secondment, to enhance the implementation of cooperation projects, □ The signing of the MOU is significant in that it lays the foundation for mutual sharing of advanced statistical techniques in areas where both organizations have comparative advantages, thereby contributing to the development of national statistics in both countries.

Korea-Uzbekistan Conference on Statistics Cooperation
□ KOSTAT shares its 2020 census experience and advanced technologies with the State Committee of the Republic of Uzbekistan on Statistics (Goskomstat) to help the latter implement its first census in 34 years. □ Statistics Korea held a bilateral statistical cooperation meeting via video with Goskomstat on December 14th 2021. - The video conference was held at the request of Goskomstat which is hoping to gain experience and knowledge from KOSTAT regarding census taking ahead of its 2023 Population and Housing Census of Uzbekistan. - Commissioner Keunkwan Ryu, the head of Statistics Korea, congratulated Uzbekistan on its 30th anniversary of independence and for planning to conduct its first census since that momentous date. - Mr. Begalov Bakhodir Abdusalomovich, Chairman of Goskomstat, expressed his gratitude to KOSTAT for its support and continued cooperation. He believes that a lot of information will be gathered from this piolt survey, and that a great deal of positive change will take place as a result. - Commissioner Dr. Ryu mentioned that KOSTAT has successfully conducted a “Paperless Census” using personal computers, telephones, and mobile devices, and so has dramatically reduced the burden of respondents. He pledged to share KOSTAT’s census experiences and knowledge with Goskomstat for the success of their 2023 census. - KOSTAT and Goskomstat have agreed to maintain a close collaborative relationship through various channels.

- Transferring media strategies and campaigns for Korea's advanced census - □ Statistics Korea (KOSTAT) held a bilateral video conference with the Saudi Statistics Office on April 20th at 17:00 p.m. (Tue). □ The video conference was held at the request of Statistics Korea to transfer media strategies and campaigns that were successfully used to complete the '2020 Census of Population and Housing' conducted by Saudi Arabia, ahead of the 2021 Census of Population and Housing. - The two sides also held a video conference in July of last year under the theme of 'Korea's Registration Census' to shift the Saudi Statistics Office's Census based on administrative data. □ The Saudi Statistics Office praised the 2020 Census conducted by Statistics Korea during the COVID-19 pandemic, declaring that the media campaign, which addressed the respondents' emotions, was an innovative attempt to open a new horizon for the promotion of information. □ This conference delivered strategies and experiences on public relations, as well as media strategies, in order to increase response rates in areas where the Internet is difficult to access, and to promote public relations among the various classes of people. □ The Korea-Saudi National Statistical Office promised to establish a system of continuous cooperation through various dialogue channels.

Korea-United Kingdom Conference on Statistics Cooperation
- Crisis to Opportunity: Discussing the role of statistics and data in the context of Covid-19 - □ Dr. Keunkwan Ryu, Commissioner of Statistics Korea (KOSTAT), held a bilateral video conference with Sir Ian Diamond, National Statistician of the Office for National Statistics (ONS), on April 15th at 17:00 p.m. (Thu). □ Dr. Ryu said the COVID-19 crisis was an opportunity for us to realize the importance of statistics and the responsibility for statisticians to establish evidence-based policies. Furthermore, he mentioned the need for the National Statistical Office to introduce its experience supporting the K-prevention system through the rapid production and provision of statistical information, as well as to establish a 'K-statistical system' that would protect privacy, while at the same time ensuring connections and combinations between data. □ Sir Ian Diamond praised KOSTAT's response performance and the push for a K-statistical system that would enable data utilization and privacy simultaneously, as seen in the case of COVID-19 last year. □ This video conference discussed 1) the post-COVID-19 economic trends, 2) the new statistics on COVID-19, and 3) the K-statistical system/UK data platform. □ Through this video conference, the Korea-British National Statistical Office reaffirmed its cooperation as a mutual traditional ally in the international statistical community, and strengthened its partnership through various channels of dialogue.

Korea-Uzbekistan Conference on Statistics Cooperation Statistics Korea held a video conference with the State Committee of the Republic of Uzbekistan on Statistics on November 24, wherein it shared its expertise of the Poulation and Agriculture Census. Kang Shin-wook, Commissioner of Statistics Korea, introduced the '2020 Population and Housing Survey' conducted by Statistics Korea this year. In particular, he explained the protocol involved in the guidelines of field interviewers, surveys utilizing the Internet, telephones, and tablet PCs. Furthermore he spoke about survey items that reflect some of the changes in society, such as single-person households and households with pets. Director Kang also stressed the importance of producing statistics in preparing policies for the early overcoming of COVID-19, and suggested that the two agencies expand their cooperation in statistics, such as in the area of official development assistance (ODA). In response, Mahmudjon Ziyadullaev, Deputy Chairman of the State Committee of the Republic of Uzbekistan on Statistics, asked Korea to share its advanced experience in order to prepare for the first 2023 Population and Agriculture Census in Uzbekistan.

Korea-Saudi Arabia, COVID-19 Video Conference on Strengthening Statistical Cooperation Statistics Korea and the General Authority for Statistics held a conference regarding statistical cooperation on July 15 by video. The two sides discussed issues related to the COVID-19 statistics sector and the census of the population and housing sectors. The meeting was held at the request of Saudi Arabia. During a video conference with Dr. Akram Nour (Vice President for Statistic Work), Kim Kwang-sup (Vice Commissioner of Statistics Korea) introduced special surveys on the prices of masks and hand sanitizers, and provided analysis of population migration before and after COVID-19. He also explained how non-face-to-face statistical surveys are conducted via PCs and mobile devices. Statistics Korea has decided to actively share Korea's experience with Saudi Arabia by sending experts to Saudi Arabia if necessary in relation to the Population Census.

Korea-Czech, Covid-19 Bilateral Conference on Statistical Cooperation On May 28, 2020, Kang Shin-wook (left), the head of Statistics Korea, attends the Korea-Czech Covid-19 Bilateral Conference on Statistics Cooperation. This meeting was held online. Here Mr. Kang is seen exchanging greetings with Marek Rojicek, the head of the Czech Statistical Office. During the meeting, the two sides shared a plan prepared by Statistics Korea to maintain statistical production accuracy in the face of new Coronavirus infections (Covid-19), Also, they shared their opinions on the importance of providing accurate data and the need for international solidarity. In addition, they discussed the Mid-Term priorities of the Czech Statistical Office for 2022, the Microdata Service of KOSTAT, and the Korean Generic Production System for Official Statistics

Meeting between the Statistics Korea Commissioner and Saudi Minister of Economic Planning
KANG Shin-wook, Commissioner of Statistics Korea (KOSTAT), met with H.E. Mohamed Al-Tuwaijri, Minister of Economy and Planning of the Kingdom of Saudi Arabia on April 5, 2019, to exchange views regarding the strengthening of statistical cooperation between the two countries. H.E. Mohamed Al-Tuwaijri expressed his willingness to share the two countries’ experience in innovative ways of statistical production, statistical training, population census, as well as data marketing strategies. The two countries began to collaborate by signing the MOU in 2017. The first Korea-Saudi bilateral meeting was held in Saudi Arabia in 2018. H.E. Mohamed Al-Tuwaijri visited Seoul to attend The 2nd Korea-Saudi Vision 2030 Committee in April 2019. The two countries are planning to hold the second bilateral meeting in Korea during the second half of this year.
